As Canadians, we seem to be stuck between a rock and a hard place now with the Conservatives and the Liberals. This is NOT what I voted for when I put my trust in Mark Carney. While a Conservative win would have been much worse, the situation as it stands with this new law is not great. Deeply disappointed. If only the Greens had a chance of winning.
Traditionally in a simpler time, projects have been planned/delivered in a very linear fashion with only one element being considered at a time. This linear process took years, increased costs 10 fold and may not have addressed the initial need. It was a strategy to ensure nothing got done.
The world now is much more complex and that requires every project element interest in the room around the circular table at the same time reviewing scope, strategies, costs, schedules - while focussed on intended outcomes. It's called RISK management. While Bill C-5 looks to just push forward, it's actually focussed on high-intensity collaboration to review/change details, elements to ensure value. It doesn't dismiss environmental, Indigenous or any other input. In fact, this collaborative process demands every interest around the table to fully understand intent, value and contribute input on how best to achieve intended value - together.
This is less about politics and more about how to plan/deliver better projects.
